These two are not, and that is the whole reason they exist.
A photo diary is deliberately unfinished — printed spreads at the front, blank lined pages after, and the recipient writes the rest.
A card deck has no sequence at all — 27 or 52 separate cards, shuffled, dealt, spread across a table, read in any order and never the same way twice.

The one-line test
Is there an order the photographs have to be in?
If yes, it is a book. A wedding, a decade, a trip with a route — those have an arc, and scattering them across 52 cards throws away the thing that makes them work.

What neither of them is
Worth saying, because both get bought for the wrong reason.
A diary is not a book with photographs in it. The printed section is a prologue — twenty to thirty images at the front — and the object is mostly blank. Somebody expecting a photo book will find it thin.
A card deck is not a book split into pieces. It holds less than a magazine of similar price and it costs more. What it buys is being handled hundreds of times rather than read three times, and if that is not what you want, the magazine is better value.

Why we make these at all
Both exist because a book answers one question well and two questions badly.
A book is finished, ordered and read. That is the right shape for a wedding, a decade, a trip with a route — anything with an arc. It is the wrong shape for a stretch of time that has not happened yet, and the wrong shape for a set of memories with no order in them.
A diary is the format for the first case — the year ahead, the pregnancy, the posting. It is the only thing we make that the recipient finishes.
A deck is the format for the second — fifty-two reasons, thirty colleagues, fifteen years of a friendship that never had a plot. It is the only thing we make with no sequence at all.
