It works for
Someone who already keeps a notebook. The strongest signal by a distance. If a notebook already exists, a better one with their photographs in it is a straightforward upgrade.
Someone at the start of a defined period. A pregnancy, a first year of marriage, a year abroad, a course. A diary with an end date is far more likely to be filled than an open-ended one, because there is a finish line.
Someone with time and not much happening. A long recovery, a posting somewhere quiet, a sabbatical. Blank pages are a gift when there are afternoons to fill.
Someone who writes to think. Distinct from someone who writes to record. This person is using the paper to work something out, and photographs of their own life at the front are the right prompt.

The thing that raises the odds
Write the first page yourself. A diary that has already been started is a diary somebody continues; an entirely blank one is a diary somebody is waiting to be ready for.

What to do if you have already bought one
Common enough to be worth a section, and there is a fix.
Do not present it as a diary. Present it as the printed section — “this is the last four years, and there is room at the back if you want it”. That reframes the blank pages as optional rather than as the point, and it removes the obligation that stops people starting.
Write in it first. Two or three entries, spread out, not just the opening page. A diary with three entries in it is one somebody continues; a diary with one is one somebody was given.
Give it with a pen. Faintly ridiculous and it measurably helps, because the barrier is almost never willingness, it is the ten seconds of finding something to write with.
