That is worth explaining rather than just stating, because the thing people usually want a voucher for is solvable — often better than a voucher would solve it.
What people actually want when they ask
Almost always one of three things.
“I want to give this, but I do not have their photographs.” The commonest by far.
“I want them to choose the size themselves.”
“I want to give it now and let them deal with it later.”
A voucher answers all three by deferring everything, and in the process it hands the recipient a chore: here is some credit, now go and assemble sixty photographs. For a gift whose entire value is that somebody else did the thinking, that is a poor trade.

The card-now, book-later move
This is the closest honest equivalent to a voucher, and it is better than one.
Give a card on the day explaining what is being made. Then collect the photographs — from them, or from people around them — and have it made properly. The object arrives a fortnight later and the anticipation is not a consolation prize.

If you genuinely have no material
You are not stuck. Ask their sibling, their oldest friend or their partner for twenty photographs. People say yes to that request almost every time, and the result is better than anything the recipient would have assembled about themselves, because they appear in it properly.
⚠️ That is also the one thing a voucher cannot buy: a book about you is nearly impossible to make yourself. Handing someone credit hands them exactly the job that makes the gift not work.
