For an anniversary the format question has an unusually clean answer, because the year tells you which one. A short marriage is a story; a long one is an archive, and those want different objects. Everything below follows from that.

Why a magazine suits the early years
The first few years have a shape: you met, you married, you moved, the first flat, the first difficult stretch. That is a sequence with a beginning and an end, and the editorial format is built for pacing — a full-page image, then a spread of four, then a written page.
It is also honest about volume. Year one usually produces fewer good photographs than people expect, and an 8-page magazine at ₹499 full beats a 20-page one padded.

Why an album suits the later ones
Past about ten years two things change.
Volume. A decade produces more than 160 photographs worth keeping, and a magazine physically cannot hold them.
Handling. A silver jubilee album gets taken off a shelf for twenty years. Saddle stitching is built to be read properly a few times and kept, not opened weekly for decades.
There is a third, quieter reason: lay-flat binding lets a photograph cross the centre of a spread without disappearing into the fold. For a wedding image or a group photograph from an anniversary party, that is the difference between a spread and two halves.

The two mistakes
A thin album. Buying the album because it sounds more significant, with sixty photographs to put in it. A thin hardbound album is the worst object in this category — all construction, no content — and at that volume a magazine is both cheaper and better.
A padded magazine. The reverse: forty pages with eighty photographs, so half of it is the images you nearly did not send. Count first, then choose.
The count is the whole decision. Divide what you actually have by four; that is your page count.

What is identical
Worth knowing, because it is where the value sits and where it does not.
The layout is the same work either way — a person choosing which photographs matter, in what order, with what written underneath. The proofing is the same: a full PDF on WhatsApp before anything prints, with revisions. The press is the same.
So the gap between ₹1,099 and ₹1,299 is materials and construction, not care. If your budget is stretching at that boundary, take more pages rather than heavier binding — more pages is more of the marriage.
When neither is the right gift
Under about thirty photographs. Neither format works without padding. Thirty polaroid-style prints at ₹270, or one framed image.
When the photographs are all compressed. Chat-app copies print visibly soft at 300 GSM and no processing recovers them. Find the originals or print smaller.
When they have said they want something else. A stated wish beats the format question entirely.
When it is in three days. Both take 5 to 14 days from order to doorstep, 5 to 12 to Delhi NCR, because both have a design and proofing stage before printing.
