Who the gift is actually for
At a fifth or tenth anniversary the gift is for the couple. At forty there are usually grandchildren in the room, and they were not there for the part being recorded.
That gives the object a second job — explaining a marriage to people who have only ever known its last ten years. And it is the job that decides how it should be made.
Two consequences:

The structure that suits forty years
Four decades is too long for a straight chronology to hold attention, and the material is very uneven — the 1980s are thin and the last ten years are enormous.
By decade, one section each. Four sections, and each gets the same space regardless of how many photographs survive from it. That evenness is the whole point: it makes 1986 as present as 2019.
Open on the wedding, close on now. The two photographs everyone will look for, and the pair that makes the object read as forty years rather than as an album.
Put the grandchildren at the end, not throughout. They are the audience; making them the subject turns a marriage into a family album, which is a different book and one that already exists on everyone’s phone.
