Both are edits of the same twelve months. The difference is not paper against screen — it is who the edit is for. A highlight is assembled for an audience and shaped by what performs. A book is assembled for one person and shaped by what happened. That single change produces two completely different selections from the same camera roll.

Why the selections differ so much
Run the same year through both and compare. The overlap is usually under half.
The highlight has the trip, the wedding, the good outfit, the view. It does not have the month you were ill, the flat before it was habitable, the ordinary Tuesday that turned out to matter, or the photograph where somebody is crying. Those were never posted, because they were never for posting.
A book made only of postable photographs is a highlight reel on paper, and it is the commonest way a photo book comes out flat. The version people keep includes the fortnight nobody would put online.

What the highlight does better
Honestly, several things:
It is free and it already exists. Zero effort has already been spent, and it is already edited.
It is shared. Everyone who cares can see it, instantly, from anywhere.
It can be added to. A year is not finished until December, and a highlight grows with it.
It is searchable. You can find the thing.
If the goal is to have a record you can reach and share, the highlight wins outright and printing is unnecessary.
What print does that a highlight cannot
It is finite. A highlight has no last slide. A book ends, and the ending is what makes the sequence mean something.
It cannot be lost with an account. Platforms change, accounts get deleted, archives become unreachable. Paper is indifferent to that.
It is a gift. Sending someone a link to your own highlight is not a gift; it is a notification. A book assembled for them is.
It has no audience. Which is exactly why the honest photographs can be in it.
The practical route: use the highlight as an index, not a source
The useful move if you are printing a year.
Scroll the highlight to remember what happened — it is a good index of the year and much faster than scrolling twelve months of camera roll.
Then go to the originals. Do not export from Instagram. Uploads are compressed heavily and the platform’s copy is smaller again; a photograph pulled from a highlight prints visibly soft on 300 GSM stock and no processing recovers it.
Then add the ones that were never posted. That is where the book stops being a printed highlight reel.

When the highlight is enough

When the only copies are compressed. If everything lives on the platform and the originals are gone, print small or not at all.
When you would rather it stayed shareable. Print is one copy in one place, which is a feature for a gift and a limitation otherwise.
