Propose Day, 8 February, is not an engagement. It is the day of Valentine’s week for saying the thing — asking someone out, or telling a partner something you have not said properly.

Why not a restaurant
The restaurant proposal is the default and it is a genuinely bad venue, for three specific reasons.
There is an audience. Strangers at the next table, staff who have noticed. That is pressure on the person answering, and it is pressure applied by you.
Neither of you can leave. If it goes badly, you are both trapped with a main course arriving.
On 8 February every restaurant knows what is happening. It is the week; the staff have seen four already that evening. The setting flattens the moment rather than elevating it.
Give them somewhere to put a difficult answer. That single consideration rules out most public venues, and it is the one people planning this never think about.

A walk. Genuinely the best venue. No audience, no table, side by side rather than face to face — which makes hard things easier to say — and either of you can change the subject if it needs changing.
Somewhere with a shared history. The place you first met, the route you always took, the spot from a specific afternoon. It does the work of an explanation without one.
In writing, handed over in person. For anyone who does not speak well under pressure. They read it in front of you and answer when they are ready, which removes the worst thirty seconds.
At home, on an ordinary evening. Unglamorous and it is where most real ones happen.
A phone call, if you are apart. Not a video call — a phone call. Fewer things to manage and nobody watching their own face.
Say the specific thing
The failure on this day is not the venue, it is the script. People rehearse something general and deliver a paragraph that could have been about anyone.
Name one specific thing. Not “you make me happy” — the actual afternoon, the thing they said in October, the exact quality you noticed. Specificity is the entire difference between a declaration that lands and one that sounds like a card.
Write it down beforehand even if you intend to speak. You will forget it.
If you are already together
Half the people marking Propose Day are in a relationship, and the day works differently there: it is for the thing you have never said properly rather than the question.
That could be an apology, a plan, something you have been avoiding, or a straightforward statement you assume is understood and have never actually made out loud.

When not to do it on this day
When the date is doing the work. If the only reason you are saying it on the 8th is that the calendar said so, it reads as a scheduled event rather than a decision.
When you are reasonably sure of a no. The week makes a refusal more public than it needs to be. Any other week is kinder to both of you.
When it is a marriage proposal. That is a different thing entirely and should not be squeezed into a themed day — proposal gifts and what goes alongside a ring covers it properly.
When they have not shown any sign of it. Valentine’s week creates a lot of pressure to declare; it does not create reciprocation.
Does it need a gift at all
No, and it is better without one.
If you want something in your hands, keep it to something written. Anything bought sets a transactional frame on a day whose whole content is a sentence, and it also unbalances a week that has seven more days in it.
