We sell keepsakes, and a promotion is usually not an occasion for one. Worth saying at the top rather than three sections down.
A promotion has almost no archive behind it. It is a title changing on a Tuesday. There is no set of photographs, no cohort, no place being left — none of the material a printed object is made of.
What a promotion usually wants
Congratulations, said properly. In person or in writing, and specific about what they did rather than generic. Most people get a flurry of two-word messages and nothing that mentions the actual work.
A dinner, paid for by somebody else. Reliably the most-appreciated response.
Nothing, from colleagues. A gift from the team to a newly promoted manager is an awkward object in a way nobody says out loud, because the direction of the relationship has just changed.
The three situations where an object does work
1. It is the end of a long climb. Not a routine step but a title they were passed over for twice, or a promotion after eight years in the same place. Then there is an archive, and it is the eight years rather than the promotion.

If you are their partner or parent

Even then: make it about them, not the job title. A gift that celebrates a designation ages badly, and titles change again.
What to avoid
Desk objects with the new title on them. Nameplates, engraved pens, “Manager” anything. Titles change and the object does not.
Anything that implies they were overdue. Meant warmly, reads as a comment on the employer, and gets repeated.
