Deciding between a bad option and a good one takes no time. The paralysis comes from two that are both fine, and it can absorb a whole week without producing an answer.
Five questions, in the order that resolves it fastest.
1. Which one could only be for them?
The strongest tie-breaker there is. One of the two could be given to four other people you know. The other could not.
Generic-but-nicer loses to specific-but-simpler almost every time, and this question alone settles most pairs.
2. Which one requires something of them?
Anything they have to choose, assemble, organise, learn or maintain is a small task wearing wrapping paper.

3. Which one will still exist in two years?
Not a quality judgement — some of the best gifts are consumed and gone, and that is fine.
But if the two are otherwise level, the one that persists gets more total attention for the same money.

Uncomfortable and effective. One of the two is often the one you would want, or the one that reflects better on you as a giver, or the one that is more interesting to explain.
That is the wrong one. Not always, but often enough that the question is worth asking honestly.
5. Which one have you gone back to?
If you have opened the same page four times, that is the answer and the deliberating is just delay.

When the answer is both
Sometimes right, and the arithmetic is often better than people assume. Two smaller things covering two different moments beats one bigger thing when the two options are doing genuinely different jobs.

When they are different kinds of thing
