A sixtieth is not a bigger version of a fifty-ninth. It is the birthday where families actually gather, where relatives travel, and where a gift is allowed to be substantial without anybody finding it excessive.
Use that. Most of what makes a sixtieth gift good is only possible because everyone is in one place, and that does not happen again for a decade.
The number is the structure
The single most useful thing about sixty is that it gives you a constraint, and a constraint is what makes an archive project finishable.
One photograph for each year. Sixty images, one per year of her life, in order.
That sounds like a gimmick and it is not — it is the only editing rule that reliably works on a lifetime of material. Without it you are choosing from thousands with no principle; with it, each year has exactly one slot and the decision is small sixty times instead of enormous once.
It also exposes the gaps immediately. You will get to 1974 and find nothing, which tells you precisely who to ring.

Use the gathering
Relatives are travelling for this. That is a resource and it expires the day after.

In many South Indian families a sixtieth is sashtiabdapoorthi, marked with a formal ceremony and a renewal of vows. In others it is a large party. In some it is dinner.
Find out which before you plan a gift, because it changes the register completely. A ceremony is a religious occasion with its own gift conventions and a personal keepsake is given before or after it, not during.
What she probably will not say
She will say do not spend money. Most mothers do, and it is usually literal rather than polite — the full version of that problem is worth reading if it is how she reacts to everything.
The useful thing about an archive gift here is that the objection does not apply. What makes it valuable was never purchased, so there is nothing for her to feel guilty about owning.
What to avoid
Jewellery she did not choose. Sizing, taste, and she probably has a view about what she wants passed down and to whom.
Anything that references age. Sixty-themed decorations, “60 and fabulous”, a joke about retirement. Judge whether she finds the number funny before assuming.
A surprise party, if she is private. Sixtieths get planned for the family’s enjoyment more often than anyone admits.
Four separate gifts from four children. Pool it. One substantial thing beats four medium ones and costs each of you less.
When to keep it small
When she has explicitly asked for no fuss and there is no wider family expectation overriding her.
When the year has been difficult. Illness, a loss, money — a large celebration on top of a bad year can feel like being asked to perform.
When you have three weeks and no archive. A rushed sixty-photograph project produces a thin book on an occasion that will not come round again. Give something small now and do it properly for the sixty-first, which nobody expects and everybody remembers.
