Flatmate gifting has one difficulty and it is worth naming precisely: the relationship is undefined.
Some flatmates become lifelong friends. Some are pleasant strangers who split a bill for two years. Most are somewhere in between, and the gift has to sit at the right point on that scale without making a claim the other person does not share.
Overshooting is the risk. A deeply personal gift from someone you mainly discuss the water bill with is awkward for both of you.

The bottom row is legitimate. There is no obligation to gift a flatmate and doing it without warmth behind it is worse than not doing it.
The safe category: for the flat, not for them
The reliable move at any level is something for the shared space. It is generous, it is unambiguous, and nobody has to interpret it.

“Solving the annoyance” is the strongest one. Every shared flat has a running complaint, and quietly fixing it is remembered far longer than an object.
When someone moves out
This is the real occasion, and it is the one people miss.
Flat-shares end abruptly and completely. One day it is your daily life; three weeks later you have never been to their new place. Whatever the level of friendship, a specific and finite period is ending, and almost nobody marks it.
The gift that suits it is a record of the flat itself.

⚠️ Photograph the flat before it empties. As it actually is — the kitchen mid-use, the balcony, the sofa, the whiteboard, the mess. Once it is packed, that version is gone, and the empty version is not the one anybody wants.

What to avoid
Anything they have to take with them. They are moving. Everything is weight.
Anything implying a closeness that is not established. The main risk in this category.
A gift that references a running complaint about them. The dishes joke is funny between friends and pointed otherwise.
Something for the new flat. You have not seen it and their taste is theirs.
When to give nothing
When it was a functional arrangement. Not every flat-share is a friendship, and pretending otherwise at the end is uncomfortable. Buy dinner. That is complete.
When it ended badly. Deposits, damage, an argument. A gift into that is not a peace offering, it is a complication.
When they are moving in a hurry. Objects are a burden mid-move. Send it after, if at all.
When you are about to become neighbours anyway. Save it for a real transition.
Timing
