Almost every guide to choosing photographs says to cut the blurry ones. That advice is right about ninety per cent of the time and badly wrong about the rest, and the exceptions are usually the best pictures in the set.
Blur is not one thing

When blur earns its place
When it is the only photograph of something. A first meeting, a person who has died, a place that no longer exists. There is no version of “cut it for quality” that survives being the only record.
When the movement is the subject. Dancing, running, a child who would not stay still. A sharp frame of the same moment would be a worse picture, not a better one.
When it is dark and that was the point. A concert, a fire, a room at 2am. Grain and low light are what the evening looked like.

How to use one so it reads as deliberate
Print it large, not small. A blurry photograph shrunk to a quarter page looks like a mistake. The same photograph across a full page reads as a choice.
Do not surround it with sharp ones. A blurry frame between two crisp portraits looks accidental. Give it its own page.
Caption it. A caption tells the reader you knew. “The only photo anyone took that night” converts a flaw into the point.
When to cut it anyway
When there is a sharper frame of the same moment. Obviously.
When it is blurry and also dull. Blur does not rescue a photograph of nothing.
When there are three of them. One blurry photograph in a book is a texture. Six is a quality problem.

Should I use blurry photos in a photo book? Yes, when it is the only photograph of something, when movement is the subject, or when the darkness was the point. Not otherwise.
What is the difference between blur and a bad file? Blur is in the photograph. Softness from compression happened to the file afterwards, and the sharp original usually still exists.
How do I make a blurry photo look intentional? Print it large, give it its own page, and caption it.
How many blurry photos are too many? One or two reads as texture. Six reads as a quality problem.
