A care package is not a gift. That distinction does most of the work here, and getting it wrong is why so many arrive as a slightly random box of nice things.
A gift is one considered object. A care package is a supply drop — several small things that between them say I know what your week is actually like. It is judged on accuracy, not on cost, and a box of expensive items chosen without information is exactly what it looks like.
The five layers
A package that works has most of these. One that disappoints is usually missing the third and fourth.

The sensory layer is the one people underestimate. Smell is the shortest route to a place, and a soap, a spice mix or a tin of the tea they drank at home does more in ten seconds than most objects manage in a year.
What to actually put in
Consumable. Their specific snack, not a nice one. The brand from the shop near your flat. Coffee if the coffee where they are is bad, and it usually is. Homemade if it travels.
Practical. This is where the accuracy shows. Not “useful things” — the exact item they have mentioned running out of, the charger they lost, the thing they keep meaning to buy. One correct practical item beats five generic ones.
Sensory. The soap they use at home. A spice mix. Something that smells like a specific room. Deeply unglamorous on a list and consistently the item people mention afterwards.
Written. Not a card. Something with actual length — a letter, a set of prompts, a printed thing they can go back to. Open-when letters are the structured version of this layer and they carry a package on their own.
Lasting. One printed thing that survives the box.

Where to send it
The address decides more than the contents. Their flat if daytime delivery works; their office if it does not. Hostels and PGs hold or refuse parcels, so ask how it actually works there before sending anything.

Send smaller, more often
The most useful thing on this page: one large package a year is worse than four small ones.
Long distance is eroded by the absence of small, frequent, unremarkable contact — not by a shortage of grand gestures. A ₹270 print pack four times a year does more for a relationship than one elaborate box in December, and it costs less in total.
Set a recurring reminder. That is the mechanism.
When not to send one
When they are mid-move. Parcels to an address in flux come back.
When you are about to see them. Take it. Better, and free.
When it is standing in for a visit. If a trip is affordable and unbooked, they can tell which one arrived.
When you do not know what they have run out of. That is the accuracy the whole thing rests on. Ask one question first — “what have you not been able to get there” — and the package writes itself.
