A birthday that arrives a few months after a death is one of the hardest days to get right, and the two obvious responses are both wrong: pretending it is an ordinary birthday, and saying nothing at all.
There is no correct gift here. There are some that are less likely to land badly.
The one rule
Mark the day, not the loss.
The person having the birthday knows what has happened. They do not need the gift to tell them. What they usually need is evidence that somebody remembered it was their birthday in a year when everything else is about something else.
What tends to work

A message that says both things in two lines. That you know this year is hard, and that you are glad it is their birthday. Most people manage one or the other.
Being there. Not a product. Reliably the thing people remember from that year.
About photographs of the person who died
This is the difficult one and there is no universal answer.
For some people it is the most valuable thing anyone gives them. For others, months too soon. The difference is not predictable from outside, and it is not correlated with how close they were.
So ask. Not “would you like a photo book”, which is impossible to answer — but “I have some photographs of your mother from the office, would you like them?” That is a question with a real answer, and it hands them the choice.

If it is their first birthday without a partner or a parent
The hardest version, and the one where the gap is widest between what people do and what helps.
Most people go quiet. Not out of indifference — out of fear of saying the wrong thing. The effect on the person having the birthday is that the year everything went wrong is also the year everybody stopped calling.
Saying something slightly wrong is much better than saying nothing. That is the single most useful thing on this page. The recipient is not grading the sentence.
Say the name. People avoid the name of the person who died, and the effect is that the person grieving cannot say it either. Using it plainly gives them permission.
